New Energy Vehicle Export Process and Booking Document Instructions

Date:2021-12-09

We specialize in dangerous goods export business with efficient transportation guarantee capabilities. Recently, the number of new energy vehicle export orders has increased. Some customers lack sufficient understanding of the required export documents and preliminary preparation matters, which may easily lead to process delays. To ensure the smooth progress of booking and export processes, the core processes and document requirements for new energy vehicle exports are specified as follows:

  1. Description of Dangerous Goods Classification for New Energy Vehicle Exports

New energy vehicles are mainly divided into two categories: pure electric and hybrid (gas-electric hybrid). Due to the built-in lithium batteries in the vehicles, according to the International Maritime Dangerous Goods Code (IMDG Code), they are classified as UN3171 (Class 9 Dangerous Goods). The entire process of export and transportation must strictly comply with dangerous goods operation specifications to ensure safety and compliance.

  1. Core Required Document: Export License

Exporting new energy vehicles requires the “People’s Republic of China Export License” (i.e., Used Car Export License). This license is uniformly issued by the national foreign economic and trade administrative department, serving as a legally effective certification document approving the export of specific commodities. It is also the basis for customs inspection and release of exported goods and banks to handle foreign exchange settlement.

III. Requirements for Providing Complete Vehicle Data

When entrusting us to handle export business, it is necessary to provide complete vehicle data in advance, including key information such as vehicle brand, dimensions, and weight. Our operators will formulate an appropriate transportation plan based on the above data to ensure the safe arrival of goods at the port.

  1. List of Required Documents for Maritime Declaration

The following documents are required for the maritime declaration stage. The product name and battery model in documents 2, 3, 5, and 6 must be completely consistent:

  1. Maritime Declaration Application Report

  1. Business License of the factory or trader

  1. UN38.3 Test Report and Test Summary

  1. Short-circuit Prevention Measures

  1. Cargo Transport Condition Identification Report (for the entire vehicle)

  1. Chinese-English version of MSDS (Material Safety Data Sheet)

  1. Product Qualification Certificate (newly added requirement)

  1. Regular Required Documents for Booking

After preparing the above core documents, it is also necessary to provide regular booking documents, including Booking Confirmation, UN38.3 Compliance Report, English MSDS, etc. Such documents are core requirements for the booking process and the basis for ensuring the smooth progress of booking.
